EWP Recycling Pfand Österreich gGmbH serves as the central authority responsible for all organizational and structural matters related to the single-use deposit system. To this end, EWP has established a highly efficient, service-oriented, and transparent system to ensure that all processes within the single-use deposit system run smoothly for consumers throughout Austria.

Initial Situation

The requirement

On January 1, 2025, Austria introduced a deposit-refund system for single-use plastic and metal beverage containers. EWP Recycling Pfand Österreich gGmbH is responsible for the entire process and has implemented a remarkable deposit-refund system in a record time of just under two years. A key aspect of this system is the detection of anomalies and fraud. EWP placed particular emphasis on this even before the system’s launch and began planning a specialized fraud detection system (Fraud Prevention Management System, or FPMS for short) based on metadata. In August 2024, the FPMS contract was awarded to X-Net and AIT Austrian Institute of Technology following a public tender by EWP Recycling Pfand Österreich gGmbH. With the help of a new big data analysis system to be developed, the system was intended to identify and predict cases of fraud based solely on measurement data.

Our Solution

That is what we have implemented

Together with the AIT Austrian Institute of Technology, we have developed machine learning algorithms, big data analytics, and specially trained AI models that deliver precise analyses. This enables us to analyze and automatically detect various types of fraud in the recycling cycle. The system runs 100% on Austrian server infrastructure in redundantly configured, sovereign data centers and processes approximately three hundred thousand transactions per day from returned deposit containers. The web-based analysis system consists of a specialized dashboard with query options and various views for different types of fraud, as well as a specially developed backend. The system was developed entirely using open-source components and guarantees 100% data sovereignty in its entirety. Thanks to cutting-edge Austrian research, FPMS has become a globally unique fraud detection system in this field.
